Well it is in the sense that there now exists a reasonable group of guys that can run those times, not just Allen and Scott. The two incredibly dominant athletes of the era.

True, although it should be noted 'potentially' run those times - Lange has done it twice now, and there's a cluster of other guys who look like they could but actually executing in Kona is another story of course.
Allen/Scott were really outliers in their eras which coincided on that epic day in 1989.
In 2013 FVL won with a 2:51, Kienle in 2014 with 2:54, Frodo's wins were 2:52 and 2:45.
Winning with a 2:45 is going to be very hard going forwards, as you are going to have to open up a 5mins lead on Lange and other potential 2:40 runners: it's pretty certain someone will run 2:40 out of the main bike pack and race strategies are going to have to take that into account.

How legit are some of these run courses? We know what Ironman can be like. I could probably run 2:4* in Texas depending on the year
